I'm not sure if they have to be hq for the turn in. Think I've gathered all the mats just need someone that has the books and ability to do 3 star recipes.

Yeah, they do have to be HQ.

I can definitely do the armorer and weaver items.

Rangi can make the ALC one, Deacon can make the Blacksmith, Complex can make the Carpenter, Yeager can make the Leatherworker and I'll see about getting the other books if people don't have them.
